Removes the requirement for hospital service district directors to obtain commission consent before exercising personnel authority, including establishing positions, making appointments, setting pay rates, and managing employees

Grants hospital directors exclusive control over all executive functions and general operations of the district, notwithstanding any other law to the contrary

Retains existing director duties including attending commission meetings, preparing annual budgets for commission and police jury approval, managing business affairs, and maintaining medical records

Amends R.S. 46:1057 governing hospital service districts in Louisiana
