Creates the Allen Parish Economic Development District as a political subdivision covering all of Allen Parish to promote cooperative economic development, enhance property improvements, develop employment opportunities, and improve infrastructure

Establishes a five-member governing board consisting of the presidents of the Allen Parish Industrial Development Board, Oakdale Chamber of Commerce, Kinder Chamber of Commerce, Allen Parish governing authority, and the local state representative or designee

Authorizes the district to levy a hotel occupancy tax not exceeding 3% of room rental fees, with all revenues to be used exclusively for district benefit

Abolishes the Allen Parish Tourist Commission (currently a seven-member board with per diem up to $50 per meeting, maximum 12 meetings annually) and repeals its enabling statutes

Transfers all remaining funds and property from the abolished Tourist Commission to the new Economic Development District, with tourism-related funds held in a separate account for attracting conventions and tourists
