Amends R.S. 11:784(A) and (C)(2) to align the Teachers' Retirement System of Louisiana with Internal Revenue Code Section 401(a)(9) requirements for required minimum distributions from governmental plans.

Replaces the fixed age 70½ trigger for mandatory benefit commencement with the federal "required beginning date" as defined in the Internal Revenue Code, accommodating changes in federal law.

Allows a surviving spouse to elect treatment as a member for distribution purposes by submitting an acceptable election to the retirement system at least 30 days prior to required distributions.

Requires any costs resulting from these changes to be funded through additional employer contributions per Article X, Section 29(F) of the Louisiana Constitution.

Effective July 1, 2027.
