Excludes from natural hair braiding any services involving dyes, reactive chemicals to alter hair color or structure, or chemical bonding agents like keratin or fusion bonds

Exempts special permit holders from standard beauty shop or salon certification requirements

Preempts local government ordinances that prohibit or regulate natural hair braiding licensing, testing, training, facilities, or equipment; effective July 1, 2027
