Requires participating school districts to provide free breakfasts to all students, participate in the federal School Breakfast Program, and adopt the Community Eligibility Provision to maximize federal funding

Mandates that schools with identified student percentages meeting minimum eligibility requirements must participate in the Community Eligibility Provision for the full four-year cycle

Directs the Department of Education to convene stakeholders to examine expanding free school meals through other state-funded programs

Implementation begins in the 2026-2027 school year, contingent on legislative appropriation of funds
