Amends eligibility requirements for the M.J. Foster Promise Program, which provides financial assistance to students attending two-year public postsecondary institutions or proprietary schools

Creates an exception allowing individuals with convictions for 12 specific crimes listed in R.S. 13:5401(B)(1)(f) to remain eligible, including aggravated battery, second degree battery, aggravated arson, home invasion, second degree robbery, simple robbery, and aggravated flight from an officer

Maintains ineligibility for convictions of 51 serious violent crimes including murder, rape, kidnapping, armed robbery, carjacking, human trafficking, terrorism, and domestic abuse offenses

Specifically excludes from the new exception three offenses that will still cause ineligibility: battery of a police officer, aggravated assault with a firearm, and simple kidnapping
