Authorizes the state superintendent of education to override the Teacher Certification Appeals Council's denial of a certification appeal if the denial was based on circumstances beyond the applicant's control

Prohibits the superintendent from overriding a council denial if certifying the applicant would conflict with state or federal law

Changes current law where council decisions are final by creating an exception for superintendent review

Applies both prospectively and retroactively to council denials issued between January 1, 2025, and the effective date of the Act

Amends R.S. 17:8.8(E) regarding certification appeals processes administered by the State Board of Elementary and Secondary Education (BESE)
