Repeals R.S. 33:7728 in its entirety, eliminating the board of commissioners' sole authority to determine how district funds are expended for mosquito abatement, control, eradication, and study

Removes the district's authority to extend mosquito abatement services outside its territorial boundaries through service agreements with other parishes or municipalities

Eliminates the board's ability to pay employee health insurance claims using surplus district funds when the district's health insurance carrier becomes insolvent

Repeals provisions authorizing the St. Tammany Parish Police Jury to include specified areas within the district's boundaries

Removes provisions protecting the board of commissioners' powers if the St. Tammany Parish Council changes the district's name
