Repeals the Reentry Advisory Council and Offender Rehabilitation Workforce Development Act (R.S. 15:1199.1 through 1199.16) in its entirety, eliminating the council's powers, duties, and membership structure

Removes the workforce development program that provided guidelines for inmate eligibility, participation, training, and removal from rehabilitation services

Eliminates the provision allowing offenders in the workforce development program to earn an additional 180 days of credit toward reduction of their projected good time parole supervision date

Narrows the Louisiana work opportunity tax credit to only cover businesses hiring participants in work release programs under R.S. 15:711 and 1111, removing references to the repealed workforce development programs

Removes the Reentry Advisory Council from the list of agencies placed within the Department of Public Safety and Corrections
