Creates portable benefit accounts for independent contractors to fund health insurance, income replacement insurance, disability pay insurance, life insurance, and retirement benefits

Allows any person or entity, including internet or app-based companies, to contribute funds to an independent contractor's portable benefit account

Permits contributions from either the hiring party's funds or withheld contractor compensation, but only with written agreement, voluntary opt-in, and the ability to opt out at any time

Accounts are administered by banks, investment management firms, or technology providers and remain with the individual contractor regardless of which company they work for

Contributions cannot be used to determine employment classification or as evidence of employer liability under Louisiana Workers' Compensation Law or Employment Security Law
