Shifts responsibility for submitting child sexual abuse materials evidence and case information from the Attorney General's Internet Crimes Against Children division to local investigating law enforcement agencies

Requires law enforcement to submit visual reproductions and case information directly to the National Center for Missing and Exploited Children's (NCMEC) Child Victim Identification Program, rather than to state-level databases

Mandates law enforcement provide case information and visual reproductions to NCMEC in any case involving production of newly created child sexual abuse materials

Changes required victim information from "identity of the victim" to "biographical information associated with the victim" and adds agency file numbers as acceptable case identifiers

Retains immunity provision protecting law enforcement agencies and prosecutors from civil liability for failure to comply with reporting requirements
