Consolidates two separate Louisiana Legislators Back to School Program coordinator positions (one for Senate, one for House) into a single position appointed jointly by the Senate president and House speaker

Removes the Louisiana Association of Non-Profit Organizations representative from commission membership

Eliminates the provision allowing the commission to add members with civic education expertise by three-fourths vote

Allows several existing members (Project Citizen coordinator, Public Affairs Research Council director, Leaders for a Better Louisiana director) to send designees in their place

Establishes a quorum requirement of 10 members for conducting business, with official actions requiring a majority vote of members present
