Requires correctional facility supervisors to immediately notify the Department of Public Safety and Corrections and the parish coroner upon an inmate death, and notify immediate family members within 12 hours (never between midnight and 6:00 a.m.)

Mandates a comprehensive public report within 30 days of each inmate death, submitted to the attorney general and posted online, including the deceased's name, age, race, gender, cause of death, and which independent agency is investigating

Requires the Department of Public Safety and Corrections to appoint an independent investigator for each death and prohibits anyone involved in acts connected to the death from contacting the family

Establishes a criminal penalty of up to 6 months imprisonment and/or $1,000 fine for intentionally failing to comply with notification requirements

Requires the Louisiana Department of Health to collect annual data on inmate deaths and mandates the department and Louisiana Sheriffs' Association to jointly publish an annual report by December 31st, categorized by facility
