Establishes a "Louisiana GOP" special prestige license plate through the Department of Public Safety and Corrections, requiring a minimum of 1,000 applicants before creation

Restricts plate use to passenger cars, pickup trucks, recreational vehicles, and vans

Charges an annual royalty fee of $25 plus a $3.50 handling fee per plate, in addition to standard motor vehicle license taxes

Directs all royalty fee revenue to the Republican Party of Louisiana for use solely in party activities

Requires the DPS&C secretary to work with the Republican Party of Louisiana chair on plate color and design, which must include "Louisiana GOP"
