Applications must demonstrate good cause for failing to raise the claim earlier, that the claim has merit, and that the petitioner has not engaged in dilatory litigation tactics

Failure to satisfy any procedural requirement results in mandatory dismissal of the application

State district courts must expedite consideration and resolution of unexhausted claims

Louisiana Supreme Court must give priority consideration and expedite review if any party invokes its supervisory jurisdiction over unexhausted claim rulings
