Creates parole eligibility for offenders who were 18-20 years old at the time of their offense and are serving sentences totaling 30 years or more

Requires offenders to have served at least 25 years before becoming eligible for parole consideration

Excludes first-time offenders convicted of sex offenses (as defined in R.S. 15:541) or offenses punishable by life imprisonment

Mandates completion of rehabilitation requirements including 100 hours of prerelease programming, substance abuse treatment, at least one educational or job skills program, and a reentry program

Requires offenders to have no major disciplinary offenses in the 36 months prior to the parole hearing and to obtain a low-risk designation through a validated risk assessment
