Amends R.S. 18:177(A) to require voter registration reinstatement upon submission of an application developed by the Secretary of State and approved by the Attorney General

Establishes three pathways for reinstatement: (1) person no longer appears on Department of Public Safety and Corrections suspension reports, (2) conviction was overturned or vacated, or (3) person provides documentation showing they are no longer under an order of imprisonment or have not been incarcerated within the last five years

Expands documentation submission options to include mail, facsimile, commercial carrier, hand delivery, or electronic submission approved by the Secretary of State

Removes the previous requirement that individuals appear in person at the registrar's office, eliminating special exemptions that existed only for handicapped voters or those with physician-certified disabilities

Maintains existing exclusion for persons convicted of election fraud or other election offenses under R.S. 18:1461.2 who remain under an order of imprisonment
