Creates the Regency Park Townhomes Crime Prevention and Security District in Orleans Parish as a political subdivision, bounded by Morrison Road, Downman Road, Seabrook Place, and Countess Lane

Establishes a five-member voting board composed of the association's president, secretary, and treasurer, plus two resident members appointed by the association; the property manager serves as a nonvoting member

Authorizes the City of New Orleans, subject to voter approval, to impose a parcel fee up to $300 per year per parcel, with fees expiring after a maximum of five years but renewable through subsequent elections

Grants the district powers to provide security patrols, improved lighting and signage, enter contracts with public or private entities, and coordinate with other districts for joint security services

Requires the district to adopt annual budgets under the Louisiana Local Government Budget Act and subjects it to legislative auditor review; any services provided supplement rather than replace existing city or state services
