Divides the first district of the Fifth Circuit Court of Appeal (Jefferson Parish) from two election sections into three election sections, with four judges assigned to section one, one judge to section two, and one judge to the new section three

Creates election section three from 20 specified precincts in Jefferson Parish that were previously part of section one, while also modifying the precinct composition of sections one and two

Requires the first vacancy from a section one judge (due to death, resignation, retirement, or removal) to be filled by election from the new section three; if no such vacancy occurs before qualifying opens for the 2030 statewide elections, Division B judgeship will be assigned to section three

Uses precinct boundaries from the "2026 Precinct Shapefiles" based on 2020 Census data, with district boundaries remaining fixed regardless of subsequent precinct changes by parish authorities

Becomes effective upon signature by the governor or upon expiration of the time for gubernatorial action
