Foreign corporations, LLCs, or other legal entities not incorporated or registered to do business in any U.S. state, territory, or the District of Columbia are prohibited from exercising expropriation powers in Louisiana

Foreign entities whose country of primary ownership or incorporation lacks a reciprocal expropriation agreement with the United States are also barred from expropriating property

Amends R.S. 19:2, which currently authorizes various domestic and foreign entities to expropriate property for public purposes including railroads, utilities, pipelines, and carbon dioxide storage facilities

Existing law requires expropriating authorities to first attempt good-faith negotiations with property owners before filing expropriation suits
