Establishes a temporary adult-use cannabis pilot program running from January 1, 2027 through July 1, 2030, allowing legal marijuana sales to adults 21 and older without a medical recommendation

Limits retail sales authority to existing therapeutic marijuana permit holders, with up to 10 retail locations statewide authorized to sell both medical and adult-use cannabis

Grants the Louisiana Department of Health regulatory authority over cultivation, extraction, processing, production, transportation, and retail sale of adult-use cannabis

Requires $5,000 annual permit renewal fees for each participating retail location, cultivator, and laboratory, with a reduced wholesale fee of 3.5% (down from 7%) on gross marijuana sales during the pilot program

Removes the sales tax exemption for adult-use cannabis sales while maintaining the exemption for therapeutic marijuana, with revenues deposited into the Disability Services Fund
