Expands eligibility for 17-year-olds to serve as election commissioners by allowing 11th grade students to qualify, in addition to 12th graders already permitted under current law

Applies to students enrolled in Louisiana public high schools, state-approved nonpublic high schools, or home study programs approved by the State Board of Elementary and Secondary Education

17-year-old commissioners may serve in any precinct of the ward where they would be eligible to register to vote

Retains existing requirements that commissioners must attend a course of instruction and receive a certificate, and cannot be candidates in the election they are serving

Amends R.S. 18:425(B)(5) of the Louisiana Election Code
