TOPS scholarship recipients must repay award amounts if their scholarship is suspended or canceled for failing to maintain eligibility requirements (such as GPA, full-time status, or criminal convictions)

The Board of Regents must establish rules for collecting amounts owed, including interest on unpaid amounts

Thirteen categories of exceptions to repayment are permitted, including parental leave, temporary or permanent disability, military service, natural disaster, death of immediate family, and substance abuse rehabilitation

Rules must define certification requirements and maximum duration for each exception category

Applies only to students graduating from high school during or after the 2025-2026 school year
