Prohibits contractors from making unsolicited homeowner contact, including door hangers, business cards, magnets, flyers, pamphlets, text messages, emails, or unscheduled sales visits

Increases the maximum civil penalty for contractor violations from 10% to 20% of the total contract value or work bid

Violations require notice and a hearing before the State Licensing Board for Contractors

Board may impose administrative costs and attorney fees in addition to fines, considering the seriousness of the violation, contractor cooperation, and history of previous violations
