Abolishes the Louisiana Board of Regents effective January 1, 2028, with the legislature required to transfer or repeal the board's powers, duties, and functions by January 1, 2027

Transfers oversight of the Louisiana Education Quality Trust Fund from the Board of Regents directly to the four public postsecondary education management boards: Louisiana Community and Technical College System, Louisiana State University System, Southern University System, and University of Louisiana System

Removes the Board of Regents' supervisory authority over public hospitals, leaving management powers only with higher education boards created by the constitution

Grants full supervision and management authority to each of the four university system boards, removing language subordinating them to the Board of Regents

Requires voter approval at the November 3, 2026 statewide election as a constitutional amendment
