Extends the maximum release date delay from 9 months to 12 months when the parole committee requires a prisoner to complete rehabilitative programs before release

Creates a new "conditional parole" option allowing the committee to delay release for up to 24 months for prisoners enrolled in specific reentry programs

Qualifying programs for the 24-month conditional parole include: regional reentry programs through the Department of Public Safety and Corrections, and reentry/workforce development programs at Louisiana State Penitentiary or Louisiana Correctional Institute for Women

Requires prisoners granted conditional parole to appear before the board for a final parole determination upon completing the designated program

Amends R.S. 15:574.4.1(D)(2) governing parole consideration and hearings
