Creates the new crime of "reckless throwing from a parade float" under R.S. 14:39.3, prohibiting knowingly or negligently throwing objects in a manner foreseeable to cause injury

Base offense carries a fine of up to $500; violations causing injury increase to up to $1,000 fine and/or up to 6 months imprisonment

Violations causing serious bodily injury carry a minimum $2,000 fine and 1-3 years imprisonment with or without hard labor

Explicitly does not prohibit handing, dropping, or responsible tossing of items that are otherwise legal to throw
