Amends R.S. 11:2225.4 to address unfunded accrued liability (UAL) payments when employees transfer between police departments that both participate in the Municipal Police Employees' Retirement System (MPERS)

Requires MPERS to determine whether a partial dissolution would have occurred without the employee transfer when a transferring employer is deemed partially dissolved as of June 30 following the transfer

Exempts the transferring employer from UAL payments if the partial dissolution would not have occurred without the transfer and the transferred employees remain MPERS members

Calculates UAL payments without regard to transferred employees if a partial dissolution would have occurred regardless of the transfer, provided those employees remain in the system

Addresses scenarios where police consolidations or reorganizations between participating employers could otherwise trigger dissolution-related pension liability payments
