Amends Louisiana's Habitual Offender Law (R.S. 15:529.1) to create a new sentencing provision for third-felony offenders whose current and two prior felonies are all classified as "crimes of violence" under R.S. 14:2(B), but where no actual violence occurred during any of the three offenses

Sentences for qualifying offenders would range from not less than one-half to not more than twice the longest possible sentence prescribed for a first conviction of the offense

Defines "actual violence" as the use, attempted use, or threatened use of physical force against a person or property, involving substantial risk that physical force may be used during the offense

Applies retroactively to any offender sentenced or adjudicated prior to June 15, 2001
