Louisiana Department of Education must study the feasibility of regulating high school athletics through a cooperative endeavor agreement with a nonprofit corporation, replacing the current Louisiana High School Athletic Association governance structure.

The nonprofit corporation would be subject to legislative auditor oversight, Open Meetings Law, and Public Records Law—requirements the current private LHSAA is not subject to.

Written report due to House and Senate education and appropriations/finance committees by March 1, 2027, covering potential nonprofit partners, implementation timeline, funding costs, and legislative recommendations.

Implementation of the new governance structure would begin with the 2028-2029 school year, prohibiting public and state-funded nonpublic high schools from participating in any other intrastate athletic association.

Follows House Concurrent Resolution No. 24 (2025), where a special legislative committee unanimously recommended moving away from LHSAA due to concerns about fairness, consistency, and lack of accountability.
