Prohibits civil liability for oil and natural gas industry entities ("covered entities") for climate change claims arising from lawful greenhouse gas emissions that comply with applicable state and federal laws and permits

Defines "covered entity" broadly to include manufacturers, producers, refiners, pipeline operators, transporters, and sellers involved in exploration, production, refining, processing, or sale of oil or natural gas

Preserves the right to bring lawsuits for physical personal injury, tangible property damage, groundwater contamination, subsurface trespass, pipeline failures, gross negligence, environmental permit violations, and state enforcement actions

Excludes carbon capture and sequestration activities from the liability protections

Responds to recent litigation in other jurisdictions seeking to hold fossil fuel producers liable for climate change impacts through public nuisance and similar legal theories
