Amends the Kids Online Protection and Anti-Grooming Act (R.S. 9:2717.4) to expand the definition of "minor" from under age 16 to under age 18 who is not emancipated

Adds new definition for "material harmful to minors" referencing R.S. 51:2121, replacing the previous term "sexually explicit material"

Requires covered online platforms to set minor accounts to private mode by default, allowing only connected users to view or respond to the minor's content

Mandates that legal representatives of minors be notified if a minor is exposed to "material harmful to minors" on a covered platform

Repeals the July 1, 2026 effective date from Act No. 236 of 2025, making the law effective upon the governor's signature
