Authorizes the Louisiana Office of Alcohol and Tobacco Control to deliver hearing notices to applicants and permittees via electronic transmission to an address designated by the permittee, in addition to in-person delivery or certified mail.

Removes the 30-day maximum notice period, requiring only that hearings be scheduled at least 10 calendar days from the date of notice (previously required between 10-30 days).

Establishes that electronic service is complete upon transmission unless it is known the transmission did not reach the address provided by the permittee.

Applies these changes to three sections of law: R.S. 26:98 (liquor permits), R.S. 26:295 (beverage permits), and R.S. 26:919(A) (administrative hearings).
