Requires utility providers to maintain all plants, trees, and other vegetation at exactly four feet from their utility infrastructure—no more and no less

Applies to water, gas, and electric service providers regulated by the Public Service Commission or owned/operated by local governmental subdivisions

Covers above-ground utility infrastructure including cables, wires, towers, poles, and other equipment on public property

Directs the Public Service Commission to adopt rules and regulations in accordance with the Administrative Procedure Act to enforce these requirements

Creates new Chapter 3-B of Title 45 of the Louisiana Revised Statutes (R.S. 45:151)
