Adds "public works first responder" to Louisiana's legal definition of first responder, covering state, parish, and municipal employees who work in transportation, roads, bridges, drainage, utilities, water/wastewater systems, fleet operations, solid waste, and facilities maintenance during declared emergencies

Integrates public works first responders into emergency operations including incident command coordination, debris clearance, infrastructure stabilization, evacuation support, and mutual aid activities

Authorizes issuance of emergency credentials and identification for public works employees to access restricted areas during declared emergencies

Explicitly excludes any changes to retirement eligibility, workers' compensation presumptions, hazard pay requirements, or civil service classifications—any such expansions would require separate legislation

Makes public works first responders eligible for emergency preparedness training coordinated by the Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP), subject to available resources
