Louisiana Department of Health, in consultation with the state fire marshal, must promulgate rules establishing minimum housing standards for emergency shelters, community facilities, group homes, and halfway houses serving homeless individuals

Standards must address safety, sanitation, privacy, and habitability, and cannot conflict with federal law requirements

State fire marshal must conduct annual inspections of covered facilities to verify they are safe and sanitary

Louisiana Department of Health must submit waivers to the Centers for Medicare and Medicaid Services to obtain funding for healthcare and housing services for individuals experiencing homelessness

Adds new Part IV (R.S. 40:581) to Louisiana Revised Statutes Title 40, Chapter 3
