Creates the Violet Economic Development District as a political subdivision in St. Bernard Parish to support infrastructure, housing, and workforce development investments related to Louisiana International Terminal impacts and opportunities

Nine-member board of commissioners includes the governor or designee, three state legislators (Senate Districts 1 and 3, House District 103) or designees, St. Bernard Parish president or designee, three Violet Action Committee appointees, and one Greater New Orleans Inc. appointee

District receives state sales tax increment finance authority, capturing up to 25% of incremental state sales tax growth generated within the district, capped at $2.1 million annually (adjustable for inflation)

District prohibited from implementing ad valorem taxes or local sales tax increment financing, with no other taxing authority granted
