Offers direct financial support to eligible participants (Louisiana residents at or below 150% federal poverty level who are underrepresented in target sectors): up to $5,000 for training costs, up to $1,000/month for living expenses for up to 12 months, and full coverage of certification exam fees

Requires training providers to maintain employer partnerships guaranteeing interviews for all graduates, prevailing wage employment, and first-year mentorship as a condition of receiving grants

Establishes performance benchmarks including 80% completion rate, 85% credential attainment, and 75% job placement within 90 days, with grant funding reduced or terminated for providers failing benchmarks for two consecutive years
