Requires utility providers (water, gas, or electric services regulated by the Public Service Commission or local government) to reimburse customers the full amount of any overcharge by the next billing cycle

Mandates that former customers receive overcharge reimbursements mailed to their address on file within 30 calendar days of the overcharge being identified

Requires all reimbursements to be clearly labeled as an "overcharge reimbursement" on customer bills or correspondence

Creates new Chapter 70 of Title 51 of the Louisiana Revised Statutes (R.S. 51:3301) establishing these utility overcharge reimbursement requirements
