Removes appointment authority from the U.S. Representative for Louisiana's 2nd congressional district and the state senator from Senate District 1

Reduces the New Orleans mayor's appointments from 5 members to 2 members and eliminates the requirement to select from nomination lists submitted by community organizations

Adds new appointment authority for NASA (1 member) and the New Orleans Business Alliance (1 member)

Board members appointed by elected officials cannot serve beyond the end of their appointing authority's term without being reappointed, and any member may be removed by their appointing authority with cause
