Prohibits the Secretary of the Department of Conservation and Energy from issuing any permits for carbon dioxide sequestration activities within St. Helena Parish

Creates an exception to existing state law that currently authorizes the secretary to regulate carbon dioxide sequestration statewide

Applies to all activities related to carbon dioxide sequestration, not just specific types of projects

Adds new subsection R.S. 30:1104(F) to Louisiana law governing the duties and powers of the secretary
