Authorizes Golden Meadow's governing authority to permit utility terrain vehicles (UTVs) to operate on road shoulders, in addition to golf carts and low-speed vehicles already allowed

Defines utility terrain vehicles as recreational motor vehicles with width of 50-74 inches and weight of 700-3,500 pounds

Limits operation to shoulders of public roads with speed limits of 30 mph or less, excluding Louisiana Highway 3235

Requires UTV operators to hold a valid driver's license and carry proof of insurance, with vehicles registered through the governing authority

Removes the requirement that golf carts be electric-powered, now allowing any four-wheeled golf cart with maximum speed of 25 mph
