Raises the cap to $1,000,000 for claimants who suffer permanent mental injury that severely impairs their ability to work or maintain a reasonable standard of living

Exempts cases involving permanent and severe physical injury, including substantial disfigurement, loss of a limb, major organ impairment, or inability to perform independent self-care or life-sustaining activities

Exempts cases where the trier of fact finds by clear and convincing evidence that the tortfeasor acted intentionally or maliciously
