Establishes uniform court reporter transcript fees across all Louisiana judicial district courts: up to $6 per 32-line page for civil and non-indigent criminal cases, up to $2 per certified copy page, with fees set by majority vote of judges in each court

Sets lower rates for criminal indigent cases: up to $3.50 per 32-line page transcript and up to $1 per certified copy page

Creates expedited transcript fee structure: 2x the standard rate for 24-hour delivery, +$3/page for 48-hour delivery, +$1/page for 5-day delivery

Authorizes electronic signatures for certifying transcripts using platforms approved by jurisdictional judges, and allows electronic copies to accompany certified copies upon request

Repeals district-specific fee provisions from multiple prior acts (2017, 2018, 2020, 2023) that contained varying fee schedules contingent on Judicial Council approval that was never granted
