Eliminates the requirement for two witnesses to be present or sign a voluntary acknowledgment of paternity form executed through hospital-based paternity programs

Requires only that both parents sign the acknowledgment and have their signatures authenticated by a person with notarial powers

Grants hospital-based paternity acknowledgments the same legal force and effect as an authentic act for changing or recording paternity with the state registrar of vital records

Excludes parents under age 18 from these provisions; minor parents must establish paternity through other legal means

Amends R.S. 40:46.12(E) governing Louisiana's hospital-based paternity program
