Creates the Bayou Growth Opportunity Workforce Program and Fund within the state treasury, administered by Louisiana Works, to provide competitive awards to qualified employers for workforce training including talent enhancement, skill development, and worker retention.

Awards capped at $2,000 per qualified employee or apprentice, covering classroom training costs, instructor fees, instructional materials, and on-the-job training with wage reimbursement.

Training plans must be no longer than six months, conclude within one year of approval, be conducted by qualified training providers, and result in an industry-recognized transferable credential.

Prohibits award funds from being spent on equipment, licensing fees, curriculum development, employee travel costs, online training subscriptions, or tuition reimbursement offsets.

Requires annual reporting to legislative committees by March 1st each year, with program evaluation criteria to be developed by July 1, 2028.
