Prohibits the Board of Ethics and Supervisory Committee on Campaign Finance Disclosure from granting conditional waivers of late filing fees; any waiver granted must be permanent and cannot be contingent on future compliance with ethics or campaign finance laws.

Requires the Supervisory Committee to send a notice of delinquency by certified mail within 4 days when a candidate, committee treasurer/chairman, or other filer fails to timely file, omits required information, or submits inaccurate campaign finance disclosure reports.

Provides a 7-business-day grace period after receiving the notice of delinquency for filers to submit the report, correct omissions/inaccuracies, or file a written answer contesting the allegation before any civil penalties begin accruing.

Allows filers to contest alleged violations through a written answer; no penalties are assessed until the Supervisory Committee makes a determination that a violation actually occurred.

Maintains existing civil penalties for late filings but changes the calculation so that reports are considered "due" on the deadline contained in the notice of delinquency rather than the original filing deadline.
