Creates the "Louisiana Voluntary Do Not Sell List" allowing individuals to voluntarily add themselves to prohibit their own purchase or possession of firearms, with requests submitted through parish clerks, healthcare providers, mail, or electronic means to Louisiana State Police

Requires State Police to enter list participants into the National Instant Criminal Background Check System (NICS) within 24 hours; removal requires a 7-day minimum waiting period followed by 21 days for processing, or expedited removal through district court hearing within 48 hours

Prohibits transferring firearms to anyone known to be on the list (penalty: up to $2,500 fine and/or 1 year imprisonment); individuals on the list who knowingly receive or possess firearms face up to $100 fine or 4 hours community service

Protects list participants from discrimination by insurers, employers, housing providers, public educational institutions, healthcare providers, and government agencies regarding benefits—with fines up to $100,000 for housing discrimination violations and $40,000 for other violations

Designates all list records as confidential and exempt from public records law; requires medical licensing boards to adopt rules encouraging healthcare providers to inform at-risk patients about the list as a suicide prevention option
