Creates a new criminal classification of "accessory before the fact" for persons who aid, abet, counsel, or procure a principal to commit a crime, separating them from the current "principal" classification

Establishes reduced penalties for accessories before the fact: 5-15 years for offenses punishable by life imprisonment; not more than half the maximum fine or imprisonment for most other offenses

Sets specific penalties for theft-related offenses by accessories before the fact, ranging from $100 fine and 6 months imprisonment for non-felony theft to $2,500 fine and 5 years for theft over $5,000

Allows defendants convicted as principals who were actually accessories before the fact to file a motion to reconsider their sentence after serving at least one-third of their original sentence

Changes the law so that an accessory after the fact may not be tried until the principal felon has been convicted, rather than proceeding regardless of the principal's status
