Clarifies that the State Fire Marshal retains responsibility for conducting fire safety inspections of early learning centers and child day care centers, even in jurisdictions with local fire prevention bureaus

Adds early learning centers and child day care centers (as defined in R.S. 17:407.33) to the list of facilities where the fire marshal maintains inspection authority alongside schools and other institutional occupancies

Requires applicable federal and state life safety codes to govern fire safety standards at these child care facilities

Preserves local fire departments' authority to consult with the fire marshal and conduct fire preplanning within their jurisdictions
